Major Policy Thrusts:
To implement the concepts of Sustainable Development and the MGB’s Vision towards responsible mineral resources development, the MGB subscribes to the following policy thrusts:
1. Protection and rehabilitation to the environment;
2. Promotion of social and community stability;
3. Preservation of options for future development, and
4. Competitive and prosperous mining industry
Plans And Programs
1. Promotion of Investments in Sustainable Development of Mineral Resources:
o Processing and approval of mining rights applications;
o Continuation of the cleansing process on inactive/dormant mining rights and applications;
o Simplification on mining tenement processing procedures;
o Strengthening the operations of the Regional Panel of Arbitrators to fast-track the resolution of mining
cases;
o Generation/production of GIS-based mining tenement maps; and
o Formulation and review of policies on mineral resources development
2. Mine Community Development
o Institutionalization of the Social Development Management Program (SDMP) for all mining/quarrying
companies/operations;
o Operationalization and monitoring of mining company commitments for community development;
o Monitoring of the implementation mining company commitments for science and technology
development in mining operations;
o Provision of technical assistance for mine development, environmental protection, and mine safety and
health to small scale miners; and
o Provision of technical assistance to LGUs re: community water well development and sanitary landfill
site identification.
3. Mine Environmental Protection and Rehabilitation:
o Full operationalization of the Contingent Liability and Rehabilitation Fund (CLRF) / Mine Rehabilitation
Fund (MRF) / Monitoring Trust Fund (MTF) in all mining operations.
o Intensified monitoring of environmental protection and rehabilitation programs (EPEP).
o Full operationalization and active participation of LGUs and NGOs in the multi-partite monitoring team.
o Active promotion of mine safety, health and environmental protection thru award conference,
reforestation and rehabilitation programs.
o Continue expansion of the “Adopt-A-Tree, Adopt-A-Forest” movement for mine site reforestation and
rehabilitation.
o Studies and assessment of abandoned mine/quarry sites for future rehabilitation/enhancement
program.
o Conduct of training programs for LGU and NGO participants in the multi-partite monitoring teams to
strengthen partnerships and effectiveness.
4. Advocacy and Intensified Information, Education and Communication Campaigns:
o Strengthening the IEC campaigns with religious groups, LGUs, NGOs, Pos, and other stakeholders;
o Strengthening linkages with the local organizations for the creation of mining industry support groups;
o Active participation in local and / or national tri-media programs/publications to address mining issues
and concerns;
o Establishment of a Mining and Geological Museum;
o Publication of mining and geosciences information materials, including mineral statistics, Mineral Gazette
and policy issuances;
o Publication of geologic maps and reports relative to geology, geologic hazards, groundwater resources,
landfill site development, engineering geology;
o Institutionalization and operationalization of the MGB website and e-mail system in line with the MGB’s
Strategic Mineral Information System (SMIS) and government thrust on information technology; and
o Conduct of regional and national mining summits and other consultative fora.
5. Application of Geosciences and Mining / Processing Technologies:
o National geohazard mapping, quadrangle mapping and hydrogeology;
o Assessment on the proper valuation of minerals thru the Philippine Economic, Environment & Natural
Resources Accounting (PEENRA) system;
o Conduct of metallurgical researches for value upgrading and environmental mitigation in mining
operations;
o Geological, geophysical and geo-environmental mapping of the Philippine marine coastal areas;
o Development and establishment of mine environment/ mining tenements monitoring systems;
o Studies on the environmental impacts of operating and abandoned mines/quarries;
o In-depth study on best practices in mining/quarrying technologies;
o Technical assessment of quarry resources for possible delineation of Quarry Zones; and
o Assessment of mine blasting practices and associated risks.
6. Linkages and International Commitments :
o Provision of technical assistance to the Provincial/City Mining Regulatory Boards (P/CMRB) and the Multi-
Partite Monitoring Teams (MMTs);
o Strengthening of linkages with national and international institutions on minerals supply and trade,
mining investment, mine environment protection, corporate and social responsibilities and geosciences
development like ASEAN, UNEP, JICA, World Bank, CCOP, WSSD, APEC among others;
o Provision of technical assistance to LGUs for development projects and land use planning
