President Rodrigo R. Duterte issued Presidential Directive No. 002, dated July 26, 2016 , designating Mr. Mario Luis J. Jacinto as Director of the Mines and Geosciences Bureau (MGB) in concurrent capacity corollary to his appointment as the Undersecretary at the Department of Environment and Natural Resources (DENR).
As MGB Director, he shall perform the functions as provided in the Philippine Mining Act and all other laws, rules, and regulations. He shall also have the authority and supervision over the organization and operations of the Environmental Management Bureau (EMB) for the purpose of overseeing the effective and successful implementation of its programs, activities and projects.
Mr. Mario L. Jacinto shall also assist the DENR Secretary by ensuring that all actions pertaining to permits, clearances, certificates, personnel recruitment, movement, and appointments relating to MGB and EMB functions that are authorized to be signed, issued by, or delegated to the DENR Secretary, are thoroughly reviewed and evaluated by his office for consideration and final disposition of the DENR Secretary.
The Department of Environment and Natural Resources, Mines and Geosciences Bureau (MGB) and Environmental Management Bureau in Region III issued a joint suspension order against two mining companies operating in the Province of Zambales.
The companies under the said suspension order were BenguetCorp Nickel Mines Inc. and Zambales Diversified Metals Corporations..
MGB R-III OIC, Regional Director Lope O. Cariño, Jr. said that the suspension order against the said mining companies was in view of the following: 1) Writ of Kalikasan issued by the Supreme Court in the case filed by the Concerned Citizens of Santa Cruz, Zambales against the mining operations of the said companies in the Province of Zambales for various alleged environmental crimes, 2) the pronounced Executive Order No. 01 issued by the Provincial Government of Zambales suspending the mining operations in the said Province in view of violations of the mining and environmental laws and 3) the continuing complaints of various groups against the alleged adverse environmental impacts of the said mining operations.
The suspension order stated among others “ In orderto ensure that the environment, particularly the communities, farmlands and water bodies, are not in any way compromised as a result of the mining operations pursuant to the pertinent mining and environmental laws, your operations in Sta. Cruz, Zambales are hereby suspended immediately.”
Said mining companies are also ordered to comply with the following conditions: the issues arising from the tree-cutting and earthballing operations shall be fully addressed, the construction of an exclusive mine haul road shall be completed, all mined-out and open areas shall be fully rehabilitated and the Final Mine Rehabilitation/Decommissioning Funds shall be fully deposited, all farmland, fishponds and water bodies adversely affected by the mining operations shall be rehabilitated and the owners concerned duly compensated, and all damaged portions of roads due to the hauling operations shall be fully repaired.
RD L. O. Cariño, Jr. also said that an audit of the mining operations shall be undertaken by the DENR Mine Audit Team to determine compliance with the mining and environmental laws.
Holcim – Bulacan Plant, in partnership with DENR EMB R-III conducted recently Environmental Youth Camp at the Greenery in Baliuag, Bulacan. There were 41 youth participants from the secondary and tertiary level in the Municipalities of Norzagaray and Dona Remedios Trinidad, Bulacan. With the theme “ Go Wild for Life, Combat Biodiversity Loss,” facilitators from EMB R-III presented lectures on the important role of Biodiversity in the sustainability of our ecosystems and our everyday lives.
Holcim’s physician discussed about HIV/AIDS . His lectures gave the participants the proper awareness on the dreaded diseases while the lectures/demonstration on Emergency Response like “First Aid with CPR” equipped the participants with the know how in emergency situations that may happen on their day to day activities.
Mr. Chester Palad ,Holcim’s safety officer , focused on the Safety Tips that can be used in schools and houses. One of the important parts of the presentation was the actual demonstration on the correct usage of portable fire extinguisher
There were also fun activities in the camp from setting up the tents to outdoor games. The participants were divided into four groups where in each group has to establish an “identity” with the Environment protection as its core values. The outdoor games created camaraderie with each participants, learning the concept of unity and team work. Other participants also gained self-confidence throughout the camp. The teams and some individuals received awards based on the result of the activities.
In the closing ceremony, Holcim's Environment Officer stressed the importance of Responsible Mining to all participants of Youth Camp 2016.
